The scenario and context in which we operate
Our strategic vision reaffirms Italgas’ commitment to strengthening the gas distribution sector in Italy and Greece through modern, digitalised infrastructure capable of supporting and accelerating the energy transition, while creating value for citizens, businesses and local communities.
Within the framework of the European Green Deal, gas continues to play a central role in the energy transition, albeit with a profoundly evolving composition. Alongside natural gas, distribution networks will increasingly accommodate biomethane, hydrogen and synthetic methane, “green” molecules that are essential to decarbonising energy consumption while safeguarding security of supply.
In this context, gas infrastructures—ever more digitalised and flexible—are emerging as a cornerstone of the transition, able to integrate new energy carriers and adapt to continuously evolving scenarios. Italgas anticipated this transformation with a process launched in 2017, which is progressively leading to the full digitalisation of the gas distribution network. The acquisition of 2i Rete Gas has further expanded the scope of this transformation, supported by a dedicated programme aimed at achieving complete network digitalisation.
Once completed, Italgas will become the first utility in the world to operate a fully digital network, ready to be entirely H₂-ready.
With €16.5 billion in investments, the 2025–2031 Plan is the most ambitious in the Group’s 188-year history. Technological innovation, digitalisation and artificial intelligence are the pillars of our growth.

The most significant plan in the Group’s history
The 2025–2031 Strategic Plan – “Shaping a New Energy” outlines Italgas’ trajectory within Europe’s evolving energy landscape, reaffirming the Group’s leadership and accelerating industrial growth through €16.5 billion in investments, up 5.7% compared to the previous plan and 10.2% net of the acquisition of 2i Rete Gas. The Plan is built around three key strategic pillars:

Development, digitalisation and repurposing of networks in Italy and Greece, to ensure they are ready to integrate renewable sources and innovative energy solutions.

Expansion in the water sector and energy efficiency, contributing to environmental sustainability and the optimisation of resource use.

Widespread adoption of Artificial Intelligence, as a driver of innovation and operational efficiency across all Group activities.
European champion in gas distribution
The 2025–2031 Strategic Plan further strengthens Italgas’ European leadership in gas distribution, following the integration of 2i Rete Gas, completed in just 90 days and fully merged into Italgas Reti as of 1 July 2025. The Group now serves nearly 13 million customers through a network spanning more than 150,000 kilometres, designed to accommodate renewable gases and hydrogen.
The Plan foresees the generation of significant efficiencies and synergies resulting from the integration of 2i Rete Gas, with a positive impact on Group EBITDA of €250 million, in addition to over €100 million in incremental revenues from asset digitalisation.
Industrial synergies, amounting to €180 million, stem from territorial rationalisation, ICT consolidation, cloud migration, energy efficiency initiatives and increased insourcing. These are complemented by a further €70 million in efficiencies generated through the application of Artificial Intelligence to more than 100 operational and staff processes.
Innovation, sustainability and people at the centre
The 2025–2031 Strategic Plan consolidates and expands Italgas’ industrial presence in Italy, Greece and in complementary sectors, with total investments of €16.5 billion allocated to network development and digitalisation, ATEM tenders, the expansion of the Greek network, the water sector and energy efficiency.
By 2031, approximately 6 million H₂-ready “Nimbus” smart meters will be installed. The Plan, which incorporates the Sustainable Value Creation Plan, sets out specific ESG targets, including reductions in energy consumption and emissions, water losses, and alignment with the 1.5°C scenario of the Paris Agreement.
People remain at the heart of the strategy, supported by an inclusive organisational model that promotes widespread training, a reduction in the pay gap, greater female representation in leadership positions, and the IGrant employee share ownership programme, ensuring shared growth and active participation across the Group.

The 2025–2031 Strategic Plan reaffirms Italgas’ position as a European champion in gas distribution, underpinned by a digital network ready to accommodate renewable gases and targeted investments to drive industrial growth. Innovation, sustainability and people remain at the core of the strategy: ambitious ESG targets, H₂-ready smart meters, comprehensive training initiatives and employee participation programmes are guiding the Group towards an effective and sustainable energy transition.
